Cheney                                                                           October 7, 2004</div> <div> United States Senate</div> <div> Washington DC 20510</div> <bR> <div> Dear Mr. President</div> <bR> <div> Petition to Restore the Senate’s Integrity from Appearance of Prejudgment</div> <bR> <div> By the Right of Petition, we present grievances:</div> <div> That “We the People” unjustly influenced and corruptly persuaded the Senate while seated as a Supreme Court of Impeachment in 1999 to try William Jefferson Clinton;</div> <bR> <div> Of misprisions, by Senators Bunning, Crapo and Schumer, by giving the appearance of prejudgment by sitting to try articles of impeachment, during the Senate’s 1999 Trial of Impeachment, having previously voted on issuing those articles while Representatives in the House;</div> <bR> <div> Of misprisions by the 49 Senators present in both the 101st and 106th Congress, of negligence by failing to raise a Point of Order over this appearance of prejudgment, in breach of the Senate’s established practice to recuse such Senators to explicitly protect the integrity of the Senate;</div> <bR> <div> Of misprisions by these 52 Senators of negligence in failing to raise a Point of Order to protect the Senate from such unjust influence and corrupt persuasion by “We the People”;</div> <bR> <div> Of misprisions by these 52 Senators during that trial, of breaching their Impeachment Oath, their Oath of Office, and the Constitution, of undermining justice, and of acting repugnantly to the Declaration of Independence.</div> <bR> <div> We Pray you Redress these Grievances by forming Senate Impeachment Rules to prevent giving such appearances of prejudgment, and to protect Officers of the Impeachment Court from unjust influence, as detailed in the attached Petition to restore the Senate’s Integrity from Appearance of Prejudgment.</div> <bR> <div> We Pray you refer this Petition to the Committee on Rules and Administration to establish these Rules.</div> <bR> <div> We Pray you copy this petition to the Senate Select Committee on Ethics to investigate these misprisions and report thereon to the Senate and to “We the People”.</div> <bR> <div> We pray the Senate promptly address this petition, as we must all account to the Supreme Judge of all the world, who rewards and punishes us for our actions.
